It gives us immense pleasure to share with you the very first newsletter of Bharti Institute of Public Policy in the new year. The inaugural issue gives a glimpse of our educational, research and outreach activities.
A welcome message from our Executive Director, Professor Ashwini Chhatre.

Executive Director, Bharti Institute of Public Policy
Bharti Institute of Public Policy (BIPP) at Indian School of Business aims to lead education and research in the domain of public policy. We engage with government bodies, other institutes and policy makers, providing them with critical, data-driven evidence, research & analysis of relevant and critical concerns. We have partnered with the world-renowned Fletcher School, Tufts University, USA. Our flagship programme Advanced Management Programme in Public Policy (AMPPP) is an inter-disciplinary course for mid-career government and private sector professionals. We work on policy challenges across diverse domains, primarily Agriculture & Food, Environment, Education, Finance, Governance and Digital Identity.
Headed by Professor Ashwini Chhatre, BIPP has a strong, dynamic team of 50 people.
Initiative In Focus
Indian School of Business started a one of its kind, unique initiative called JumpStartIndia@ISB with the aim to power India’s post Covid-19 economic recovery by harnessing student’s expertise and intellectual leadership of faculty into projects of national importance. This initiative was launched in mid-May and began with 8 overarching topics which focused on key primary areas of recovery. In a short span of six months, there are around 35 projects and 350 students who are involved in this taskforce. BIPP has played a key role in providing the administrative support to this initiative along with various projects and engagements with governments.

Grant In Focus
India Data Portal
Launched in 2018, the India Data Portal is an on-going project to develop a one-stop open portal for public data. Journalists, researchers, students, policy makers, administrators, NGOs, and entrepreneurs can access, interact with and visualize information, data and knowledge related to agriculture and financial inclusion.
The portal makes available two kinds of datasets - the IDP datasets and high-frequency high-resolution indicators (HFIs – HRIs) under the JumpStartIndia@ISB initiative. The repository of datasets includes an exhaustive collection of publicly available data with overlapping as well as independent well-established, remote-sensing and satellite products. These are available at different granular levels spanning the country. The HFIs – HRIs for monitoring India’s economic recovery were introduced on 13 August 2020.
The project is funded by the Bill and Melinda Gates Foundation.

Focus: Policy Case-Study Brief
e-Registration in Maharashtra: Transforming service delivery!
The case study reflects on the need and importance of an e-governance solution in one of the prominent legacy government setting- Department of Registration and Stamps, Government of Maharashtra. The re-engineering of registration process (for Leave and License Agreements) has set a shining example of how e-governance can lead to efficiency in service delivery and generate benefits for all the stakeholders.

Rapid Assessment towards a Change Management Strategy and Organisational Transformation of EPTRI, Hyderabad, India
Environment Protection Training and Research Institute (EPTRI) is a quasi-government agency established in 1992 in Hyderabad. It is an independent society set up with the assistance of the Government of Telangana and Government of India that provides training, consultancy, applied research services and extends advocacy in the field of environmental protection to industries, regulatory bodies, government organizations and NGOs. It works in the areas of biotechnology, climate change, environmental engineering, and management. Bharti Institute of Public Policy (BIPP), ISB was approached by EPTRI to do a rapid assessment of the institute’s functions aiming at bringing about change management and transformation of the organization at large.
The Rapid assessment of EPTRI happened in June-July of 2020. For this study, various quantitative and qualitative methodologies were employed. Quantitative data included annual reports, details of organizational structure, human resources, financial management information, and statistics on project inflows and expenses, while qualitative data included interactions with chief functionaries, research personnel, and key administrative staff of EPTRI. Two rounds of interactions took place with the staff along with SWOT analysis, interviews with external clients of EPTRI, analysis of existing policies procedures, ongoing and completed projects along with their financial records were conducted. From the interactions combined with necessary data analysis, key recommendations were presented to the Director-General of EPTRI in their staff meeting.

BIPP offers multiple public policy electives in the Post Graduate Programme at ISB and various Executive Education programmes for public and private sector professionals.
The institute's flagship programme, Advanced Management Programme in Public Policy, helps develop a deeper understanding of policy formulation and its implementation at various administrative layers and levels. The course, designed in consultation with The Fletcher School, Tufts University is a rigorous and challenging programme, delivered in a research oriented and interactive format to maximise learning.

Despite the Covid-19 disruptions, the AMPPP Co’21 was onboarded successfully with the JumpStartIndia@ISB initiative and had their first residency in October 2020. A glimpse of the residency.
The batch has a balanced representation from both public and the private sector. It comprises senior officers from IAS, IPS, Railways, Revenue, Central Civil Services and entrepreneurs, professionals from corporates, banking, entrepreneur, law, media and developmental sector. The average work experience of the batch is 17.5 years, with a 25% female representation.

It is a constant endeavour to engage the AMPPP students with eminent and distinguished people in the realm of public policy.
AMPPP Expert Talks
Mr Suresh Kumar, IAS (Retd) Chief Principal Secretary to CM, Punjab interacted with the participants in the first residency and shared his rich on -ground experience in the formulation and implementation of public policies with contextual bent on agriculture. He briefly explained the recent farm laws enacted by the Central Government and their impact on farmers particularly in the state of Punjab. He stressed on the role of stakeholders consultation in framing public policies for better effectiveness.

Event In Focus
Open Data Conclave
Conceived by Bharti Institute of Public Policy (BIPP) under its project India Data Portal (IDP), the Open Data Conclave was held online, in a first of its kind virtual experience. The conclave brought together experts from government, journalists, academia, researchers, industry, philanthropic organizations and data enthusiasts working on various aspects of ‘Open Data’ in India.
Speaking at the inaugural Prof Ashwini Chhatre, Executive Director, BIPP, said: “Open Data Movements across the world have been propelled by the willingness of the governments to open their doors for data. It is a state marker of an open democratic society.”

Indian Democracy at Work
This year's theme is ‘Rule of Law’. Scheduled between 20th - 28th February 2021, the sub-themes are Police Reforms, Prosecution Reforms, Judicial Reforms, and Procedural Reforms.
Foundation for Democratic Reforms, Bharti Institute of Public Policy, Indian School of Business and Department of Political Science, University of Hyderabad will co-host this Annual Conference series.
2021 IPPN Annual Conference
We are delighted to host India Public Policy Network’s Annual Conference 2021, ‘Technology & Policy’, at the Indian School of Business Mohali Campus, on the 26th and 27th March, 2021. In congruence with the new order of things, the conference will be on a Hybrid format, with the option to attend virtually. We will be hosting pre-conference workshops on 25th March 2021. The conference will bring together academics, researchers, and practitioners from national and international universities, research institutions, civil society organizations, public agencies, and the private sector. The conference is an excellent platform to present research, engage with topical issues, and collaborate with like-minded people to address critical issues in public policy.
The Call for Proposals has been opened. We will be accepting new submissions and shall be reaching out individually to those whose proposals were accepted. The deadline for proposal submission is 15th Jan 2021 IST at 17:00hrs IST. Decisions will be notified no later than 31st Jan 2021.
