Welcome to the latest edition of Communique-—Bharti Institute of Public Policy’s quarterly newsletter, which brings to you the latest updates on our projects, initiatives, and engagements. After a successful year 2023, 2024 began with an engaging second edition of the Public Policy Dialogues, followed by the third residency of the Advanced Management Programme in Public Policy (AMPPP). This was followed by a couple of roundtables on the sub-themes of Human Development, graduation ceremony of the 7th batch of AMPPP, besides strengthening of engagements with all our stakeholders.

Education

Graduation Ceremony of the 7th Batch of the Advanced Management Programme in Public Policy (AMPPP)

A graduation ceremony of the 7th Batch of the Advanced Management Programme in Public Policy (AMPPP) was held at the Indian School of Business, Mohali campus. A total of 38 students were awarded certificates of completion along with the students of PGP, MFAB and AMPH.

The graduation ceremony commenced with a formal procession led by the Chief Guest Rukmini Banerji, CEO, Pratham Education Foundation. Rakesh Bharti Mittal, Chairman, Mohali Campus Advisory Board and Vice Chairman, Bharti Enterprises; Prof. Madan Pillutla, Dean; Prof. Ramabhadran Thirumalai, Deputy Dean; and Prof. Ashwini Chhatre and other senior faculty members of the Indian School of Business also participated in the procession.

On the eve of the graduation ceremony, a faculty interaction session was also held, wherein graduating cohort participants attended one last session with the resident AMPPP faculty.

A gala dinner was also organised for the outgoing AMPPP class of 2023 at ISB Mohali campus.

Third Residency, Batch 8

The third residency of the Cohort 2023-24 of the Advanced Management Programme in Public Policy was held from 17th February-25th February 2024, at the Mohali campus of the Indian Business School. The residency had the following courses and faculty:

A gala dinner was organised for the participants during their residency, enabling them to network with each other outside the lecture theatres.

Advisory Council Meeting

The Advisory Council of the Bharti Institute led by the chairperson Rakesh Bharti Mittal, was held in person at the ISB Mohali campus. Members including Sanjaya Baru, V V Ranganathan, Prof. Ashwini Chhatre, D N V Kumara Guru, Dean Madan Pilutla, and Dr. Aarushi Jain, were present while the remaining members joined online. Various initiatives, existing projects, and new collaborations were part of the discussions held during the meeting.

Updates on Government Engagements

Government of Andhra Pradesh

As part of the Initiative on the Forest Economy, the team of AP PMU undertook a two-day field visit. The team held discussions on the implementation of forest economy model proposed by Bharti Institute with the office of the Divisional Forest Officer and Integrated Tribal Development Agency (ITDA), Rampachodavaram. The discussions revolved around forest governance, livelihood, and bamboo production. The aim is to gain support for field assistance in identifying bamboo clusters and collecting samples for a pilot project. During the meetings, the government officials assured their full support and expressed optimism for community forest resource rights (CFRR). The team also identified potential bamboo clusters for sample collection during the visit and engaged a local botanist for assistance.
The visit also led to an opportunity to explore bamboo species, sample collection, and meeting with the local tribal leaders to discuss opportunities to collaborate and challenges, particularly around bamboo operations and forest rights. The team also gained insights into local forest-dependent communities, educational infrastructure, and the involvement of other organisations in the region.

Government of Goa

As part of the knowledge partnership between Bharti Institute and the government of Goa, Bharti Institute organised a four-day workshop on ‘Governance, Leadership, and Transformation’ for the officials of the Department of Higher Education, Government of Goa, at the ISB Mohali Campus. Dr Aarushi Jain, Policy Director, kick-started the workshop, comprising 26 participants, with an interactive ice-breaking session. She led the session on ‘Ethical Decision-Making’ wherein the participants took part in a leadership simulation exercise, designed to highlight the significance of ethical decision-making. Vivek Atray, IAS (Retd.) held a session on ‘Motivation and Excellence in Higher Education’ while Amarjeet Sinha, IAS (Retd.) and Member, Public Enterprises Selection Board (PESB), held a session on ‘Leadership for Higher Education’. Other sessions in the Workshop included:
Sessions on ‘Contemporary Context of Leadership’, ‘Case Studies on Leadership’, and ‘Motivation and Sustainable Leadership’ by Prof. Rajeshwar Upadhyay, Director, Par Excellence.
Sessions on ‘Leadership Lessons from Ancient Indian Texts’ and ‘Institutional Development Plan for Higher Education Institutions’ were facilitated by Prof. Anjal Prakash, Research Director, Bharti Institute of Public Policy.
The session on ‘Change Management using Computer Simulation’ was facilitated by Prof. S Ramnarayan, faculty, Indian School of Business.
The session on ‘Achieving Excellence in Higher Education’ was facilitated by Dr Aarushi Jain, Policy Director, Bharti Institute of Public Policy.

After hectic sessions, the participants also took time off to visit the tri-city for local sightseeing. A gala dinner was also organised for the cohort which was marked by traditional Goan music and dance performances by the participants.

Government of Himachal Pradesh

The research team of the Bharti Institute of Public Policy is supporting the Department of Finance, Government of Himachal Pradesh, for their memorandum to the 16^th Finance Commission, Government of India. The submission to the government of HP will include recommendations to improve the financial performance of the state.
Bharti Institute of Public Policy has collaborated with the Himachal Pradesh Forest Department to develop a detailed inventory of seasonal forest products across the state. As part of the collaboration, Bharti Institute’s team will analyse the data provided by the department and provide insights to the state to develop effective governance mechanisms for sustainable extraction and management of seasonal forest products.
As part of the Initiative on the Forest Economy, the team is working in Sihunta and Chowari forest ranges in Bhattiyat, District Chamba, in collaboration with the Himalaya Bachalo Samiti. The team led the claim filing process for 70 claims alongwith facilitating map completion, and the joint verification of the required documents with the FRCs.
In the Chowari forest range, two meetings were organised with the SDM and RO, Chowari. Regular meetings were also held with various FRCs in both forest ranges.

Government of Jharkhand

Under the Initiative on the Forest Economy, a virtual training session for Community Service Organisations (CSOs) on the JharFRA platform was organised, with participation from over 100 individuals. The session aimed to educate CSO members and their staff on utilising the JharFRA app effectively, focusing on its features and application for accelerating the claim generation process. This is vital as traditional methods via Birbandhus are often time-consuming. The training proved to be highly engaging, featuring an informative Q&A segment.
Under the Initiative on the Forest Economy, a three-day workshop was organised in Ranchi, Jharkhand, alongwith the Foundation of Ecological Security (FES), Partnering Hope into Action Foundation (Phia) Foundation and Transform Rural India Foundation to develop a design for at-scale implementation of FRA, particularly CFR, in Jharkhand. The primary objective was to collectively articulate the state roadmap for at-scale implementation through government, market, and civil society partnerships. The discussions revolved around capacity building for stakeholders, ranging from Birbandhu and block level monitoring committees to district FRA cells.

Government of Meghalaya

Bharti Institute of Public Policy onboarded the second cohort of the Meghalaya Legislative Research Support Fellowship, in Shillong. The newly inducted 12 fellows represent all the three tribes of the state: Garo, Khasi and Jaintia, and are from diverse educational and professional backgrounds including research, academics and legal. The fellows were selected through a rigorous process led by the team of Bharti Institute of Public Policy.
A three-day workshop in collaboration with the Meghalaya Institute of Governance in Shillong was conducted for the second cohort of the Meghalaya Legislative Research Support Fellows, who are tasked with providing evidence-based research assistance and policy support to the Hon’ble Legislators of the state of Meghalaya.
A team of Bharti Institute held a meeting with Donald Phillips Wahlang, Chief Secretary, Government of Meghalaya and Aibanshngain Swer, Director, Meghalaya Institute of Governance (MIG) to delve into the progress and prospects of the Meghalaya Legislative Research Fellowship project. The team along with the newly onboarded fellows also convened a meeting with the Principal Secretary & Development Commissioner, Government of Meghalaya, Mr Sampath Kumar (IAS) to deliberate on the Fellowship’s forthcoming initiatives.

Post their induction, the MLRF fellows were assigned the responsibility of working with the Election Commission of India (ECI) for the Union Elections 2024. The fellows were part of the EC teams which successfully conducted elections across the state.

Government of Odisha

The team members of the Odisha PMU participated in the FPO Conclave 2024 organised by the Department of Agriculture and Farmers’ Empowerment (DA&FE), Government of Odisha, under the Ministry of Agriculture and Farmers’ Empowerment, fisheries, and Animal Resources Development. More than 500 participants from FPOs across the state in 30 districts participated in the Conclave, which provided a platform to forge new partnerships, exchange ideas, and explore collaboration opportunities.

UPDATES ON EXISTING PROJECTS

India Data Portal 2.0

India Data Portal 2.0 has initiated a national drive to establish connections with top-tier educational institutes for uptake of the portal as a subscription-free library resource.
The India Data Portal has initiated a unique student ambassador programme wherein 21 students from Goa Institute of Management (GIM), School of Management Studies from IIT Kanpur, Kharagpur, and Guwahati have joined the open data revolution led by IDP. These ambassadors are spearheading a campaign to enhance awareness and usage of the India Data Portal (IDP), fostering greater user engagement, and encouraging its adoption within educational institutes and the student community nationwide.
The India Data Portal (IDP) team conducted an introductory session for the Indian Institute of Technology Hyderabad (IIT). The session covered a brief walkthrough of www.indiadataportal.com, which has a rich array of more than 120 datasets, spread over 25 sectors, across 3500 indicators, highlighting its powerful visualisation engine showcasing its interoperable capability to generate powerful insights.
A workshop was held for the Nudge Foundation’s Punjab and Karnataka fellows at the ISB Mohali campus. The participants were briefed about the India Data Portal 2.0 that brings policymakers, faculties, students, and researchers to the open data ecosystem, data accessibility, and the world of visualisations.
To improve the uptake of the portal, the team is working on developing Asynchronous courses on Data and Visualisations, along with videos that can guide the users.
An introductory session on the India Data Portal was held for the officials of the Department of Higher Education, Government of Goa, during their workshop at the ISB Mohali campus.

Initiative on the Forest Economy (IoFE)

The team of IoFE organised an Investment Roundtable on “The Forests’ Bioenergy Opportunity,” at the ISB Hyderabad campus. The roundtable brought together a diverse group of stakeholders to discuss the untapped potential of forest resources in bioenergy production. Jointly organised by GIZ and the Initiative on the Forest Economy, the roundtable explored the roles of investment and innovation in harnessing forest resources for sustainable energy solutions. The discussions emphasised sustainable utilisation of resources, innovative financial strategies, and the importance of collaborative efforts between communities, investors, and the government to overcome challenges and pave the way for a sustainable bioenergy sector.
The Malkangiri team of the IoFE is working on producing video tutorials on the formation of CFRMC under the latest new guidelines issued by the Ministry of Tribal Affairs (MoTA). IoFE team will be working with Lodha Development Agency (LDA) in a few GPs of Suliapada and Morada block of Odisha as an entry point activity and gradually scale to all Gram Panchayats of these two blocks by partnering with the district FRA cell. LDA has formally agreed to provide field support in terms of human resources, time, and mobilisation at village level.
A specialised physical training programme focusing on inventory mapping was held in Odisha, to leverage the nCount platform. The training programme was directed towards imparting a detailed training regime on the intricacies of inventory mapping, employing an integrated approach of nCount with ODK Collect to the team of Vasundhara and community volunteers.
Jungle Rani Bichar Charcha was held on International Women's Day. Consequently, Bado Didi Union and Maha Gram Sabha, Kalimela organised several activities for women groups in the area. More than 200 women came together and shared their experiences, aspirations and challenges they face in their day-to-day lives. They discussed issues such as women empowerment, women safety, the need to educate women, healthcare facilities, and land rights.
A three-day workshop focusing on the Forest Rights Act (FRA) was organised by the Azim Premji Foundation (APF) in Ranchi. A team of IoFE including Ankur Raushan, Coordinator, and Kamini Singh, State Coordinator, participated in this workshop and presented an overview of the activities under ABAD and led a session on JharFRA. The APF has backed over 20 NGOs in their efforts to generate FRA claims across various districts in Jharkhand, providing an excellent platform for the FRA Cell to connect with these organisations and learn from their experiences.
The IoFE summer fellowship, launched this January, concluded its screening process in March. Out of a large pool of candidates, eight PhD candidates have received offers to participate. The fellowship will commence in mid-May and will continue until the beginning of August. The fellowship programme is dedicated to nurturing a community of emerging scholars engaged in the fields of governance for sustainability, the rights of Indigenous Peoples and Local Communities (IPLC), and public policies for sustainable development. The fellowship involves qualitative and field-based research that will advance the fellows’ broader career trajectories. The research outputs generated during the fellowship will directly contribute to the IoFE’s knowledge base, supporting its engagements with multiple state governments in India.

Enabling Nutrition and Agriculture Convergence through Technical Support (ENACTS)

An MoU has been signed with the Collectives for Integrated Livelihoods Initiatives (CInI) to collaborate and work together in the areas of agriculture-nutrition linkage in the state of Odisha. As part of the MoU, the team of ENACTS will jointly work with CInI sharing expertise and capabilities towards smallholder farmers' empowerment and improving livelihoods at scale across Odisha.
Further, the teams will co-create a detailed intervention plan to link farmer production clusters with consumers to enhance market opportunities along with improving nutrition outcomes.
The team conducted a collaborative two-day field visit in the Harichandanpur block of Keonjhar district, Odisha, to explore interventions under the broad domains of Agriculture Nutrition convergence. Consequently, Krishna Kant Jha, Saubhagya Samal, Pranabandhu Nayak, and K. Soumyaa Rao from the ENACTS Odisha PMU, and Satyajit Samal from Odisha Millet Mission interacted with multiple block level and grassroots level stakeholders with active support of the Implementation partner CInI. During the visit, the team interacted with vital stakeholders including the Block Education Officer (BEO), Child Development Project Officer (CDPO), Block Project Manager (BPM) of Mission Shakti, and representatives from women-led SHG federations. The team also interacted with Anganwadi workers and government school officials to explore the agri-nutrition convergence opportunities in the government run food delivery programmes.

INFUSION (Indian Food Systems for Improved Nutrition – Policy Support Research Facility for advancing India’s agriculture-nutrition convergence agenda)

The MoU signed with the Collectives for Integrated Livelihoods Initiatives (CInI) also extends to INFUSION to focus on conducting collaborative action research and designing interventions enabling market opportunities for nutrient dense foods. These include fruits, vegetables, dairy, eggs, fish, and meat, etc., to improve the availability, accessibility & affordability of nutrient-dense foods as a pathway to alleviate nutritional outcomes.
A team from the Odisha PMU—comprising Susmita Kanungo, Bipul Sahoo, and Nutan Satpathy—visited the Mohana block in Gajapati to get a firsthand experience of the activities of the Odisha Millets Mission. The team gained insights into the intricate processes of procurement and understood the vital role played by the implementing agency, Taptapani Farmers Producer Company. Additionally, their interactions with representatives of SACAL, the facilitating agency, shed light on various capacity-building initiatives for the FPO and SHG.
One of the highlights of this visit was witnessing the unique initiative where multiple SHGs came together to form a marketplace. This community-led activity, facilitated by SACAL, demonstrated the collective strength and initiative of local communities.
The next fieldwork exercise was in Koraput district, focusing on Lamtaput and Koraput blocks. This initiative was further enriched by the valuable assistance of the Bill & Melinda Gates Foundation (BMGF) partner organisation, PRADAN.
During their fieldwork, the team had the privilege to explore various facets of sustainable development initiatives, including a visit to the Millet Shakti Cafe. This cafe, envisioned as a hub for millet-based food products, aims to provide nutritious options for individuals seeking a quick breakfast or snack.
The team engaged with key government stakeholders, including Pradeep Kumar Mohanty, Chief District Agriculture Officer (CDAO) of Koraput, and Tapas Kumar Mohanty, Scheme Officer of the Odisha Millets Mission. These interactions provided valuable insights into ongoing efforts to promote millet cultivation and consumption in the region.
The team had the privilege of witnessing the work of Narishakti, an all-women-led Farmers Producer Organisation (FPO) and the extensive millet procurement process conducted by SHG and FPO members.
The team members also visited the Agriculture Production Clusters (APCs) managed by PRADAN in collaboration with the Government of Odisha and Bharat Rural Livelihoods Foundation (BRLF).

Platform for Development Research and Communications

The platform funded by the BMGF focuses on advancing knowledge and discourse on the theme of Human Development through research and publications. Consequently, six volumes of books under the sub-themes: Improving Learning Outcomes in Schools; Institutional Challenges in Social Development; Healthcare for All; Climate Action and Justice; Livelihood Diversification and Skills; and Improved Nutritional Outcomes, are being developed.
Over 165 authors and 17 editors from diverse backgrounds including academicians, senior policy practitioners, senior bureaucrats, etc., who have worked extensively in the areas of public policy are working alongwith the team of researchers at the Bharti Institute on these books.
As part of the project, the first post conference authors conference was held at the ISB Mohali Campus, on ‘Changing Tides: Climate Action and Justice Land in India’s Landscape’. Prof. Anjal Prakash, Clinical Associate Professor (Research), Bharti Institute of Public Policy, initiated the session by delving into the conceptualisation of climate action and justice within India's landscape. Amarjeet Sinha, Member, Public Enterprises Selection Board (PESB), provided background context for the exercise, outlining the ambition to capture experiential learning through micro studies. Dr Marcella D'Souza, Director, Watershed Organisation Trust (WOTR), Centre for Resilience Studies (W-CReS), emphasised the importance of interdisciplinary knowledge to inform grassroot initiatives effectively. Professor Anjal outlined the knowledge café sessions designed to facilitate interactive discussions and knowledge sharing among the authors.

THOUGHT LEADERSHIP

Dr Aarushi Jain, Policy Director, Bharti Institute of Public Policy, participated in the OECD Global Anti-Corruption and Integrity Forum as a part of OECD Integrity Week. She was specially invited to participate in the day-long roundtable event titled “Fostering integrity policies and strengthening anti-corruption frameworks in Asia-Pacific”.

The team of Bharti Institute of Public Policy, ISB comprising of Dr. Aarushi Jain, Policy Director, and Sandip Chowdhury, National Coordinator of the Initiative on the Forest Economy (IoFE) participated in ‘Accelerating Employment Avenues through Entrepreneurship in J&K’ conference in Jammu. The conference was hosted by the Department of Labour and Employment, Government of Jammu and Kashmir.

Krishna Kant Jha, Head, Odisha PMU and Saubhagya Samal, Head, Delhi PMU represented ISB in the FPO Conclave 2024 in Odisha. Krishna Kant Jha was also one of the panellists during the session on ‘Ecosystem Strengthening in Odisha- Opportunities for Convergences and Collaboration’.

Bharti Institute’s ENACTS team met with Bill Gates along with the team of the Bill & Melinda Gates Foundation (BMGF) during his visit to Krishi Bhawan, Bhubaneswar where he met all the BMGF partners including Bharti Institute of Public Policy’s team.

Research Publication & Blogs

The second book, “Technology, Policy and Inclusion: An intersection of Ideas for Public Policy” under the book series—Innovations, Practice and Future of Public Policy in India, in partnership with Routledge Publishers, was published recently.
Bharti Institute has published over 15 blogs contributed by researchers, public policy practitioners, alumni, and academicians on a variety of topics. The research team of the Institute is also contributing write-ups and blogs for the HIM Data portal.

Outreach Activities

Policy Talks, an initiative of ISB Studios in association with the Bharti Institute is a unique videocast series, aimed at enabling viewers to gain perspective on the nuances of policymaking in India. Four episodes of Season 2 of Policy Talks were recently launched.

Policy Talks S2E4: In this episode of Policy Talks, Dr Abhishek Jain, IAS, Secretary (Home, Information Technology, Finance, Planning & Statistics, Labour, and Employment), and Secretary to CM, Government of Himachal Pradesh, speaks with Anjal Prakash, on how Himachal Pradesh is actively working on an inclusive economic development model, addressing challenges in eco-friendly transport mechanisms, forest economies, commercial plantations, tourism, and governance practices to combat the adverse effects of climate change.

Policy Talks S2E5: In this episode of Policy Talks, Swati Chowdhary, Director, Network Development and Banking, South Asia, Women’s World Banking, speaks with Dr Aarushi Jain, tracing the evolution of the microfinance sector in the last two decades, from traditional banking to digital systems like JAM Trinity and UPI (Unified Payments Interface).

Policy Talks S2E6: In this episode of Policy Talks, Praveen Sinha (IPS), Additional Director General of Police (ADGP) Cyber Crime and ADGP NRI, Govt. of Punjab, speaks with Dr. Aarushi Jain, delving into crucial topics such as hierarchy synchronisation, specialised law-and-order functions, and the structural reorganisation of police stations.

Team Building Workshop & Offsite

Bharti Institute of Public Policy organised a four-day team building workshop in Jaipur wherein 60 team members working on various projects including IoFE, ENACTS & INFUSION, IDP, PDRC, and government engagements, etc., came together for shared learning for effective collaboration and synochronisation of efforts. The team members also made presentations about their respective projects and shared updates and gathered insights. The evenings were well spent in indulging the traditional Rajasthani cuisine and culture. The trip was also marked by visits to historical sites and forts in Jaipur.
