Welcome to the latest edition of Communique-—Bharti Institute of Public Policy’s quarterly newsletter, which brings to you the latest updates on our projects, initiatives, and engagements. After a successful year 2023, 2024 began with an engaging second edition of the Public Policy Dialogues, followed by the third residency of the Advanced Management Programme in Public Policy (AMPPP). This was followed by a couple of roundtables on the sub-themes of Human Development, graduation ceremony of the 7th batch of AMPPP, besides strengthening of engagements with all our stakeholders.



Education

Graduation Ceremony of the 7th Batch of the Advanced Management Programme in Public Policy (AMPPP)

A graduation ceremony of the 7th Batch of the Advanced Management Programme in Public Policy (AMPPP) was held at the Indian School of Business, Mohali campus. A total of 38 students were awarded certificates of completion along with the students of PGP, MFAB and AMPH.

The graduation ceremony commenced with a formal procession led by the Chief Guest Rukmini Banerji, CEO, Pratham Education Foundation. Rakesh Bharti Mittal, Chairman, Mohali Campus Advisory Board and Vice Chairman, Bharti Enterprises; Prof. Madan Pillutla, Dean; Prof. Ramabhadran Thirumalai, Deputy Dean; and Prof. Ashwini Chhatre and other senior faculty members of the Indian School of Business also participated in the procession.

On the eve of the graduation ceremony, a faculty interaction session was also held, wherein graduating cohort participants attended one last session with the resident AMPPP faculty.

A gala dinner was also organised for the outgoing AMPPP class of 2023 at ISB Mohali campus.

Third Residency, Batch 8

The third residency of the Cohort 2023-24 of the Advanced Management Programme in Public Policy was held from 17th February-25th February 2024, at the Mohali campus of the Indian Business School. The residency had the following courses and faculty:

Public Private Partnership O P Aggarwal (Indian School of Public Policy and Visiting Faculty, Indian School of Business)
Communication Skills Mihir Mankad (Professor of Practice in Leadership Communication, The Fletcher School, Tufts University, USA)
Big Data Dr Srinivas Yanamandra (Group Head - Regulatory Affairs & Policy Paytm)
Corporate Finance and Global Financial Markets Krishnamurthy Vaidyanathan (Assistant Professor (Finance); ISB Alumni Endowment Research Fellow; Indian School of Business)

Three expert guest sessions were also conducted during the residency by:

  • K. Rajeswara Rao, IAS (Retd), Former Special Secretary NITI Aayog, Government of India and presently serving as President, Sampark Foundation.
  • Colonel Anurag Awasthi, Vice-President, India Electronics and Semiconductor Association (IESA).
  • JS Deepak, IAS(Retd.), Former Secretary Telecom & IT, Govt of India.

A gala dinner was organised for the participants during their residency, enabling them to network with each other outside the lecture theatres.

Advisory Council Meeting

The Advisory Council of the Bharti Institute led by the chairperson Rakesh Bharti Mittal, was held in person at the ISB Mohali campus. Members including Sanjaya Baru, V V Ranganathan, Prof. Ashwini Chhatre, D N V Kumara Guru, Dean Madan Pilutla, and Dr. Aarushi Jain, were present while the remaining members joined online. Various initiatives, existing projects, and new collaborations were part of the discussions held during the meeting.

THOUGHT LEADERSHIP

  • Dr Aarushi Jain, Policy Director, Bharti Institute of Public Policy, participated in the OECD Global Anti-Corruption and Integrity Forum as a part of OECD Integrity Week. She was specially invited to participate in the day-long roundtable event titled “Fostering integrity policies and strengthening anti-corruption frameworks in Asia-Pacific”.
  • The team of Bharti Institute of Public Policy, ISB comprising of Dr. Aarushi Jain, Policy Director, and Sandip Chowdhury, National Coordinator of the Initiative on the Forest Economy (IoFE) participated in ‘Accelerating Employment Avenues through Entrepreneurship in J&K’ conference in Jammu. The conference was hosted by the Department of Labour and Employment, Government of Jammu and Kashmir.
  • Krishna Kant Jha, Head, Odisha PMU and Saubhagya Samal, Head, Delhi PMU represented ISB in the FPO Conclave 2024 in Odisha. Krishna Kant Jha was also one of the panellists during the session on ‘Ecosystem Strengthening in Odisha- Opportunities for Convergences and Collaboration’.


  • Bharti Institute’s ENACTS team met with Bill Gates along with the team of the Bill & Melinda Gates Foundation (BMGF) during his visit to Krishi Bhawan, Bhubaneswar where he met all the BMGF partners including Bharti Institute of Public Policy’s team.

Research Publication & Blogs

  • The second book, “Technology, Policy and Inclusion: An intersection of Ideas for Public Policy” under the book series—Innovations, Practice and Future of Public Policy in India, in partnership with Routledge Publishers, was published recently.
  • Bharti Institute has published over 15 blogs contributed by researchers, public policy practitioners, alumni, and academicians on a variety of topics. The research team of the Institute is also contributing write-ups and blogs for the HIM Data portal.

Outreach Activities

Policy Talks, an initiative of ISB Studios in association with the Bharti Institute is a unique videocast series, aimed at enabling viewers to gain perspective on the nuances of policymaking in India. Four episodes of Season 2 of Policy Talks were recently launched.

Policy Talks S2E4: In this episode of Policy Talks, Dr Abhishek Jain, IAS, Secretary (Home, Information Technology, Finance, Planning & Statistics, Labour, and Employment), and Secretary to CM, Government of Himachal Pradesh, speaks with Anjal Prakash, on how Himachal Pradesh is actively working on an inclusive economic development model, addressing challenges in eco-friendly transport mechanisms, forest economies, commercial plantations, tourism, and governance practices to combat the adverse effects of climate change.

Policy Talks S2E5: In this episode of Policy Talks, Swati Chowdhary, Director, Network Development and Banking, South Asia, Women’s World Banking, speaks with Dr Aarushi Jain, tracing the evolution of the microfinance sector in the last two decades, from traditional banking to digital systems like JAM Trinity and UPI (Unified Payments Interface).

Policy Talks S2E6: In this episode of Policy Talks, Praveen Sinha (IPS), Additional Director General of Police (ADGP) Cyber Crime and ADGP NRI, Govt. of Punjab, speaks with Dr. Aarushi Jain, delving into crucial topics such as hierarchy synchronisation, specialised law-and-order functions, and the structural reorganisation of police stations.

Policy Talks S2E7: In this episode of Policy Talks, Jiji Mammen, Executive Director and CEO, Sa-Dhan, speaks with Anjal Prakash, about India’s microfinance journey and lists out some challenges the country is facing in the sector.

Policy Talks S2E8: In this episode of Policy Talks, Gurpreet Kaur Sapra, IAS, Secretary, Finance, Government of Punjab and Divisional Commissioner, Jalandhar, speaks with Dr Aarushi Jain, Policy Director, highlighting the success stories in health, education, and urban planning sectors in Punjab.

Team Building Workshop & Offsite

Bharti Institute of Public Policy organised a four-day team building workshop in Jaipur wherein 60 team members working on various projects including IoFE, ENACTS & INFUSION, IDP, PDRC, and government engagements, etc., came together for shared learning for effective collaboration and synochronisation of efforts. The team members also made presentations about their respective projects and shared updates and gathered insights. The evenings were well spent in indulging the traditional Rajasthani cuisine and culture. The trip was also marked by visits to historical sites and forts in Jaipur.
